In the manga, we are introduced to a transformation called “perfected super Saiyan blue” or “Mastered Super Saiyan Blue“, where the user keeps the blue hair but has no aura, and this transformation makes Goku able to put some fight against Zamasu and Vegeta against Beerus.
In the anime instead, Vegeta gets another transformation, super Saiyan blue evolution.
The manga and anime have both scaled the characters in terms of power differently. For instance, Mastered SSJB could hold its own against Merged Zamasu. SSJB Vegito on the other hand completely dominated Merged Zamasu. While this was very different in the anime. However, Vegeta’s new transformation is basically the Mastered SSJB transformation. The reason they modified the whole appearance is to make the form seem more appealing than the generic SSJB or adaptation of Mastered SSJB in the manga. So this question cannot be answered with definite reasoning, unfortunately.
